Abstract: Iraq and many third world countries have witnessed many obstacles that stand in the way of development, most notably
wars, displacement and violence, and among the most prominent of those countries that lived similar conditions to the conditions
experienced by Iraq and Rwanda, but after the end of the wave of wars and violence, Rwanda was able to rise from its bitter
reality and The most prominent characteristic of poverty is that it has turned into a new developmental reality, which resulted after
following the policy of economic openness and establishing new relations with the outside world based on common interests.
Salim aims to build an independent and stable country and aspires to live in peace and prosperity, as Rwanda achieved a growth
rate of 9.43% during 2019, and this is a great evidence that this country is on the right path towards development, so if emerging
countries find their future in developed countries, they must look Underdeveloped countries to emerging countries that live in a
transitional economy stage, and Iraq can benefit from the development experience in Rwanda by heading towards the agricultural
sector and the service sector, which Through these experiences, Iraq can diversify its sources of revenue and reduce dependence
on the oil sector on which Iraq depends almost entirely, as Iraq must activate the role of the Ministry of Planning and make it the
supervisor of the implementation of development projects in Iraq. Iraq possesses a lot of untapped natural resources, an abundance
of manpower that is experiencing unemployment at the present time, and untapped agricultural land. All these are qualifications
through which Iraq can rise from a deteriorating reality to a better economic development reality.
